Dr. Mary Joyce Z. Guinto-Sali, the first woman and fifth regular Chancellor of the Mindanao State University Tawi-Tawi College of Technology and Oceanography is a member of the Mindanao State University System Board of Regents (MSUS BOR). She received her Ph.D. in Forest and Natural Resources Management on a Fulbright Scholarship at the State University of New York College of Environmental Science and Forestry (SUNY ESF), Syracuse, New York, U.S.A. in 2007. She obtained her Master's Degree in Tropical Forestry at the Georg-August Universität Göttingen, Germany on a Deutscher Akademischer Austauschdienst (DAAD)/German Academic Exchange Service Scholarship in 1999.
Before becoming a chancellor, Dr. Guinto-Sali was the first woman Secretary of the University and of the Board of Regents of the Mindanao State University System for five years (2012-2017). She also served MSU-Marawi as Director of the Institutional Research and Evaluation Office, Special Assistant at the MSU Office of the President, Chairperson of the Department of Environmental Studies and the College Secretary of the College of Forestry and Environmental Studies. She holds an academic rank of Professor VI at said college and is also a Licensed Forester. As an academic, Chancellor Sali has presented papers in conferences here and abroad and has also authored and co-authored peer-reviewed publications.
A consistent Chancellor's and Dean’s Honors Lister at MSU Marawi, Dr. Guinto-Sali obtained her Bachelor of Science in Forestry degree, Magna Cum Laude and was chosen as one of the Ten Outstanding Students of the Philippines (TOSP) in 1993. In recognition of her exemplary performance as a student leader, she became a recipient of the University Student Leadership Award (USLA) and the College Leadership Award in the same year. Among her other major awards are the following: MSU Achiever (1993, 1994, 1995, 1996); House of Sara Lee Woman of Distinction for Youth Leadership (1996); Sultan Kudarat Award for Education (2018); Outstanding Alumna of the MSU College of Forestry & Environmental Studies (2019); and the 2019 President Diosdado Macapagal Award for Education for being an outstanding Lubenian given by local government of Lubao, Pampanga.
Moreover, during her graduate studies at SUNY ESF, she was awarded a World Fellowship by the Delta Kappa Gamma Society International. Dr. Guinto-Sali was a straight "A" student and was given recognition by SUNY ESF for having a Grade Point Average of 3.98 (with 4.0 being the highest achievable grade).
Other fellowships and grants she received were Erasmus Plus Programme in the Republic of Turkey (2017); New York Sea Grant (2005-2007); Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA) Scholarship (1997-1999). In 1994, Chancellor Sali represented the Autonomous Region in Muslim Mindanao and was one of the members of the Philippine Delegation in the 21st Ship for Southeast Asian Youth Program (SSEAYP). SSEAYP is an annual youth exchange program organized by the Government of Japan and ASEAN countries for the purpose of promoting friendship and mutual understanding among the youth of their respective countries.
The MSU Sining Kambayoka Ensemble, a multi-awarded theater group, acknowledges Chancellor Sali as their member having performed with the group in various theatrical productions during her elementary and high school days.
In 2018, Chancellor Sali was donned the rank of Lieutenant Colonel in the Army Reserve Command (ARESCOM) at the 10th Regional Community Defense Group (RCDG), Army Reserve Command, Philippine Army, Cagayan de Oro City.

Chief of Physical Plant Divison
Engr. Allan Caguioa, a Registered Civil Engineer, is the University's Chief of Physical Plant Division from 1990 to present. He finished his Master of Public Administration at MSU Tawi-Tawi in 2004 and his BS Civil Engineering degree at Far Eastern University in Manila in 1984.
Prior to becoming the chief of Physical Plant, he worked at the Department of Public Works and Highways, Tawi-Tawi District as Engineer II from January 30, 1985 to December 29,1990.

Chief, General Services
Ms. Josephine Manila holds a Master's degree in Public Administration major in Public Fiscal Administration from MSU-TCTO Graduate School. Ms. Manila graduated her Bachelor of Science in Commerce -BSC Accounting at the Notre Dame of Jolo College.
Ms. Manila held some administrative positions before becoming the Chief for General Services such as bookkeeper, accountant, executive assistant and administrative officer. At present, she has a rank of Supervising Administrative Officer.
She has also participated in some seminars and government-related trainings on government procurement reform, procurement management and property and supply management.
Chief, Manila Information and Liaison Office
Mr. Albin T. Salapuddin is a Master's degree holder in Public Administration and a candidate for Master's Degree in Foreign Service at the Lyceum of the Philippines University - Manila (LPU-MANILA). He is also a graduate of the Executive Course on National Security, Batch 28, from the National Defence College of the Philippines (NDCP) taken at the Headquarters Camp Aguinaldo, Quezon City, Manila. He also earned advanced units (2nd Year Law Proper) at the Arellano University School of Law (AUSL) at Pasay City, Metro Manila.
Before becoming the Chief of the Manila Information and Liaison Office, he served as the Information Officer at the Office of the Director for Planning and Development.
Chief Salapuddin also played a big part as a member of the MSU-TCTO Team that successfully lobbied to the House of Representatives' Committee on Appropriations to conduct a special budget hearing exclusively for MSU-TCTO. In addition, he also contributed for the approval for funding of the MSU-TCTO Boys' Dormitory courtesy of then Senator Francis "Chiz" Escudero.
Chief, Procurement Office
Prof. Caharl Ammang finished his Master of Arts in Teaching Mathematics at MSU-TCTO Graduate School in 1998 and Bachelor of Science in Inland Fisheries at MSU Tawi-Tawi in 1975. He also finished Bachelor of Science in Civil Engineering in MSU - Marawi in 1983. Prof. Ammang passed the Career Service Eligibility in 1987, Professional Board for Teachers (PBET) in 1994 and Licensure Examination for Teachers (LET) in 2001.
He has been with MSU-TCTO for 37 years as a faculty member, with various administrative functions, from 1983 to present. He was a teacher at MSU-TCTO Preparatory High School for 30 years (1983-2013) with concurrent teaching stint at the MSU-TCTO Science High School and Graduate School. He has served as Assistant Principal for Administrative Matters for 11 years (June 1985 - May 1996); Principal for 16 years (June 1996 - May 2012); CAS Guest Instructor (2012-2020); and Campus Landscaping Manager (June 2012- August 2018). Prior to his designation as Chief of the Procurement Office, Prof. Ammang was the University's Director for Alumni Relations from September 2018 to March 2020.
Prof. Ammang has also attended various training, workshops and conferences relevant to his field of specialization.
Chief, Supply and Property Office
Dr. Abdulpatta Nuruddin obtained his Doctor of Education major in Educational Management at Abubakar School of Graduate Studies in Bongao, Tawi -Tawi in 2015 as academic awardee with meritorious dissertation award. He completed his Master of Arts in Education major in School Administration and Supervision at MSU-TCTO Graduate School in 2012, and Master in Public Administration major in Organization and Management at MSU-TCTO Graduate School in 1996. Dr. Nuruddin also earned his Certificate in Governmental Management. He graduated Bachelor of Science in Commerce major in Management at Zamboanga A. E. Colleges, Zamboanga City in 1990 as academic awardee also finished Bachelor of Arts in Shariah major in Islamic Jurisprudence at MSU-TCTO CIAS in 2009. He also took madrasa or Islamic schooling from elementary to college at Ma'had Tawi-Tawi Al-Arabie Al-Islamie in Bongao, Tawi-Tawi.
Dr. Nuruddin held various positions in and out of the university. He is currently President of the MSU-TCTO Admin Staff Union (AdSU) and Furqan Islamic Institute Faculty Union. As MSU-TCTO AdSU President, he is also a member of the Fiscal Advisory Council and the Human Resource Management Selection and Promotion Board.
Dr. Nuruddin is also a member of the Advisory Council of the Bongao PNP Municipal Mobile Group and the PNP Maritime Special Operation Unit, and Chairman on Political Affairs of Supreme Council for Islamic Preaching and Guidance.
He has served as guest speaker and lecturer in a number of Islamic symposia, attended various national and international conferences and has written 9 books. He was also awarded Champion in several Qur'an Reading competitions.

Chief, Security Force Sanga-Sanga Campus
Mr. Diomedes Matolo is a holder of Bachelor's degree in Criminology from the Universidad de Zamboanga in Zamboaga City.
Prior to his designation as Chief of Security Services, Mr. Matolo was designated as Officer-in-charge of the Office of the Security Force in 2012 and promoted to Security Officer III in 2014. He also served previously as research aide and science research assistant.

Principal, Science High School
Prof. Nelly Salapuddin is a graduate of Bachelor of Science in Inland Fisheries at MSU - Tawi-Tawi in 1977. She obtained her Master of Arts in Science Education at Western Mindanao State University (WMSU) in 1984 and published her study entitled "The Eucheuma Industry: Its Impact on the Socio Economic Status of Tumindao Coastal Families" in the Research Journal of WMSU. She also earned 12 units leading to the degree Doctor of Education at said university.
Before becoming the Science High School Principal, Prof. Salapuddin served as Assistant Principal at MSU-TCTO Sitangkai High School, Special Assistant for Academic Matters - Secondary Education Department, and Special Assistant to the Office of the Director, Science High School.
Principal, Preparatory High School
Prof. Jamaluddin Sala finished Bachelor of Science in Mathematics minor in Physics from MSU Marawi. He obtained his Master in Public Administration at MSU - Tawi-Tawi in 2005 and Master of Physics at MSU - Iligan in 2006.
Before becoming the Principal of MSU Preparatory High School, Prof. Sala was a full-time faculty member at said school. He also taught at MSU-Binidayan High School in Lanao del Sur from 1994 to 2000.

Acting Principal, MSU Child Integrated Development School (CHILDS)
Mr. Rashidin H. Moh. Jiripa, a native of Tabawan in South-Ubian, Tawi-Tawi, earned his Bachelor's degree in Mathematics at MSU-Tawi-Tawi in 2015 as cum laude. He was also a consistent honor student since elementary and was a Special Scholar for Science and Technology in college. Mr. Moh. Jiripa is now enrolled at the MSU-TCTO Graduate School, taking up Master of Science in Teaching Mathematics.
Furthermore, he has actively participated as a coach in Mathematics in different competitions such as the Metrobank Mathematics for Teachers of the Philippines Math Challenge Competition (Metro-bank MTAP Math Challenge Competition), Bongao Municipal Athletic Association Meet (BMAAM) and Filipino-Turkish Math Challenge Competition. He has attended several seminars and training such as the MATHED's 12th Biennial International Conference on Mathematics Education, International Training on Technological Pedagogical and Content Knowledge, and 3rd Conference on Mathematics and Statistics among others.
Manager, Layang-Layang Ladies Residence Hall
Ms. Rosemary Ulama finished her degree in BS Medical Technology at De Ocampo Memorial College Sta. Mesa, Manila. She passed the Professional Career Service Examination in 1996.
Ms. Ulama was first detailed at the College Infirmary from 1993 to 2010 before becoming the manager of the Girls Dormitory in August 2010.

Manager, Men's Residence Halls (Dandunay Hall and Tawsih Hall)
Mr. Edzfar Ladjahali is a graduate of Bachelor of Science in Custom Administration from the Mindanao Institute of Technology in 1995. He also took and finished Bachelor of Arts in Political Science at the University of Makati in 2012. After a year, he also earned a Diploma in Development Management and Governance from the same university.
Popularly known as "Papay " in Tawi-Tawi, he is a dedicated public servant with a track record of holding elective government positions for more than two decades. Prior to joining MSU Tawi-Tawi, Mr. Ladjahali served as a Provincial Board Member of Tawi-Tawi from 2013 to 2019. He also served as Municipal Councilor of Bongao for three consecutive terms from 2004 to 2013, and as SK Federation President of Bongao from 1996 to 2002.
With a plethora of experience in dealing the public beginning as a youth leader, Mr. Ladjahali is competent to perform his new assignment as manager of the two men's residence halls now named Dandunay Hall and Tawsih Hall. Manager Papay has also attended various seminars and training programs on politics, governance and community leadership.
Manager, University Cafeteria
Prof. Kingfu Ajik is a faculty member at the College of Fisheries with a faculty rank of Assistant Professor IV. He finished Master of Arts in Chemistry at Ateneo De Zamboanga University and earned his baccalaureate degree Bachelor of Science in Education major in General Science at MSU - Tawi-Tawi. He also passed the Licensure Examination for Teachers.
Prof. Ajik started his career in MSU Tawi-Tawi at the Secondary Education Department from 1998 to 2012 and later was assigned at the MSU-TCTO Secondary Education Office. He won countless times in the Table Setting Contest during the University's Founding Anniversary. Mr. Ajik also taught as a lecturer at the College of Education, College of Arts and Sciences, and at the Science High School. Prof. Ajik has actively participated in various local and national seminars and training related to his field.
He was awarded 2016 Outstanding JCI Philippines local organization Area 5 president. In 2011, he was chosen as Best Choreographer in the Municipality of Sibutu and two-time time Champion in Agal-Agal Festival. He was also awarded as best trainor during 36th Kamahardikaan sin Tawi-Tawi in 2011.
