Seniskwela 2024 Goes to Tawi-Tawi: Philippines-Malaysia Arts Collaboration Through Cultural Transformative Power in the Region MSU-TCTO hosted the Seni Skwela 2024 and emphasized "Strengthening and Connecting Our Shared Pathways and Goals for the Next Generation Through Arts" on November 17 at the Maas Kamlon Hall. This event celebrated the transformative power of art with a vibrant gathering of almost 200 primary and secondary students from different schools. Representing Chancellor Mary Joyce Z. Guinto-Sali, Vice Chancellor for Academic Affairs, Prof. Wilham Hailaya, expressed his gratitude to the Malaysian Embassy and Artdialogo Asia for their support. He highlighted Tawi-Tawi's strategic significance as a "front door" instead of the "backdoor" for closer cultural ties between the Philippines and Malaysia, especially Sabah. In a virtual message, the Philippine Ambassador to Malaysia, Her Excellency Maria Angela A. Ponce, underscored the arts' role in strengthening ties between nations. Also, the Malaysian Ambassador to the Philippines, His Excellency Dato' Abdul Malik Melvin Castelino, praised Seni Skwela 2024 as a vital platform for cultural diplomacy. Tuanku Zain Al Abidin Ibni Tuanku Muhriz, Chairman of IDEAS Malaysia, highlighted art's ability to inspire change. Yuzair Fauzlan from the Selangor Youth Community encouraged students to break barriers through creativity. Finally, Dr. Maliki Rapiee, Executive Director of the International Youth Center, highlighted the importance of arts in fostering ASEAN unity. The Tambuli Cultural Dance Troupe and Gusi Lumba Music Guild showcased traditional dances and songs from the Philippines and Malaysia, enriching the cultural exchange. Ms. Anna Karina Jardin, Founder of Artdialogo Asia, led the Art discussion. She highlighted the value of cross-cultural collaboration in shaping shared futures. Meanwhile, students participated in an interactive workshop. Ms. Micah Hilotin facilitated soil painting, while Ms. Jardin guided mural painting. The participants created a collaborative mural depicting the Sulu Hornbill (Tawsi) and the Rhinoceros Hornbill (Kenyalang) surrounded by Batik, Siyabit, and Tepo motifs, symbolizing unity through art together with Ms. Jardin. Seni Skwela 2024 was orchestrated by the Office of Cultural Affairs and Development (OCAD) in collaboration with the Sama Studies Center (SSC), Sentro ng Wika at Kultura (SWK), Office of International Linkages (OIL), Integrated Center for Extension Services (ICEES), Fisheries Training Center (FTC), University Cafeteria, University Infirmary, Food Innovation Center, the Office of Information, Press, and Publications (OIPP) and WikaSamahan ALAB. This state-of-the-art facility is a core component of the Digital Engagement Platform under the ICT project "Digital Resiliency and Recovery Hub" of the University. This initiative marks a significant step forward in enhancing teaching and learning experiences. MSU Tawi-Tawi Joins IAMSTEM 2024 Convening STEM educators and researchers across Asia and Australia, MSU-Tawi-Tawi actively co-hosted and participated in the 7th IAMSTEM International Conference and Annual Meeting on STEM Education, held at MSU-Iligan Institute of Technology, Iligan City, on November 6-7, 2024. Themed *“Reimagining STEM Education in the Digital Transformation Era,”* the event featured talks from global experts and provided a platform for STEM researchers to share groundbreaking studies and foster collaborations among Asian and Australian institutions in the rapidly evolving digital landscape of STEM education. The MSU-Tawi-Tawi delegation, led by Assistant Vice Chancellor for Secondary Education Prof. Jamaluddin S. Sala, included four faculty members and nine student researchers from the Department of Science and Mathematics Education (DSME) under the College of Education. The team presented 12 papers through both oral and poster presentations, earning recognition as an institution with undergraduate researchers as representatives. MSU-TCTO’s participation in this international conference is a vital part of its ongoing internationalization efforts and commitment to improving research productivity. Selected papers from the conference are set to be published in partner journals, further showcasing the university's contributions. MSU Law in Tawi-Tawi signs MOU with BAGO, receives library equipment and books from BAGO and SUBATRA The College of Law - Tawi-Tawi Extension has signed a Memorandum of Understanding with the Bangsamoro Attorney General's Office (BAGO) on November 11 at the Sabdani Bulante Hall Conference Room. The MOU establishes a partnership between the two institutions to enhance legal education and the legal profession in Tawi-Tawi. Key areas of collaboration include: - Capacity-building and training programs for aspiring legal professionals and other groups promoting the rule of law and the Bangsamoro cause. - Collaborative research and legal studies focused on Tawi-Tawi and the Bangsamoro region. - Lectures and symposia on relevant legal developments in the Bangsamoro region. - Exchange of academic materials and information to develop the legal profession in Tawi-Tawi and the Bangsamoro region. - Other cooperative efforts to promote justice and the rule of law in the Bangsamoro. In the recently published 2025 Quacquarelli Symonds (QS) World University Rankings in Asia, Mindanao State University (MSU) has been ranked 801+ among the top universities in Asia. The QS Asia rankings are based on several factors, including academic reputation, employer reputation, faculty-student ratio, and citations per paper. MSU's inclusion in the rankings is a testament to the university's commitment to academic excellence and research. It is worth noting that the MSU System is composed of 11 constituent universities and colleges. The data provided by QS Asia had MSU-IIT excluded from the system with its own higher ranking. MSU-TCTO Joins Global WPS Leaders at Inaugural International Conference MSU-TCTO participated in the International Conference on Women, Peace, and Security (WPS), themed "Forging Collaboration and Convergence for Advancing Women, Peace, and Security." The three-day event was held at the Philippine International Convention Center (PICC) in Pasay City on October 28-29, 2024. MSU-TCTO was represented by Mr. Julasmin K. Kassim, Director of Gender and Development, and Assoc. Prof. Bonjovi H. Hajan, College of Education Research Coordinator. Together, they joined UN Member State officials, high-level ministers, civil society organizations, and key stakeholders from over 80 countries. The conference served as an essential platform for delegates to discuss advancements in Women, Peace, and Security (WPS) agendas. This was especially timely as preparations are underway to celebrate the 25th anniversary of UN Security Council Resolution 1325 next year, which highlights women's crucial roles in peacebuilding efforts. MSU-TCTO also presented its WPS initiatives during a side event titled "Building Peace, Shaping Futures: Showcasing MSU's Interventions through the Institute for Peace and Development in Mindanao." The conference was hosted by the Philippine Government, facilitated by the Department of Foreign Affairs (DFA), the Department of Budget and Management (DBM), the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), and the Philippine Commission on Women (PCW), in partnership with UN WOMEN, the Philippine Center for Islam and Democracy, and the ASEAN Institute for Peace and Reconciliation. MSU-TCTO forged powerful connections with influential leaders through this landmark conference, sparking alliances to amplify women's voices in peacebuilding. Shaping Financial Futures: MSU-TCTO Hosts 6th Finance Summit MSU Tawi-Tawi hosted the 2024 MSU System 6th Finance Summit which commenced on October 28 and concluded on October 30 at Palacio Del Sur, Zamboanga City. Themed "OneMSU for Responsible Finance and Fiscal Sustainability,” representatives from the thirteen (13) campuses, namely MSU Marawi, MSU IIT, MSU MSAT, MSU Buug, MSU LNAC, MSU Naawan, MSU Maguindanao, MSU General Santos, MSU LNCAT, MSU Sulu, MSU Sindangan Extension Campus, MSU Bataraza Extension Campus, and MSU Tawi-Tawi, convened to share best practices, tackle existing challenges, and chart the future of the University. The three-day summit thoroughly discussed eight topics. For Day 1, Ms. Hazel A. Iligan from the Department of Budget and Management delivered a presentation on the Overview and Updates on Budget and Management Process. Senior Budget and Management Specialist Mr. Ringo Christian D. Santiago from the Department of Budget and Management provided insights on the Organization and Staffing Actions for State Universities and Colleges (SUCs), as well as the Preparation and Submission of the Agency’s BEDs. Mr. Virgillo A. Umpacan, also from the Department of Budget and Management, gave insights on the Preparation and Submission of Agency's Budget and Financial Accountability Reports. On Day 2, Ms. Janina Faith C. Casucog, Senior Economic Development Specialist from the PIS-IPD, IPG, NEDA, delivered a presentation on the Public Investment Program Online (PIPOL) for SUCs and Budgeting and Planning Framework. Chief Engr. Reyen M. Sabate, representing the Office of Institutional Quality Assurance and Governance at CHED, addressed the Updating and Revision of Land Use Development and Infrastructure Plan (LUDIP). Ms. Akima M. Bangcola, the Budget Officer of MSU IIT, discussed the Terminal Report: MSU System Finance Team to Adopt Uniform Templates of BOR Finance Agenda and Income Utilization Guidelines in Accordance with CHED Memorandum Order No. 20, S. 2011, while Dr. Rey Y. TCTO’s 3rd Emerald Lecture Series: Insights on Marine Ecosystems and Sustainable Fishing Practices The Office of the Vice Chancellor for Research and Extension (OVCRE) hosted its 3rd Emerald Lecture Series on “Sustaining Marine Ecosystem and Livelihood: Exploring Gender Roles, Genetic Diversity, and Fishing Practices in the Sulu Archipelago” in collaboration with the Institute of Oceanography and Environmental Science, the Institute of Continuing Education and Extension Services (ICEES), and the Research and Extension Office. The event took place on September 23 at Henry V. Kong Gymnasium. Three resource speakers shared valuable insights on various topics: - “Inventory of Fishing Gears Used by Small-Scale Fishers for Shark Fishing in Tawi-Tawi” by Ms. Faiza J. Attip, Ms. Ruqaiya A. Juahari, and Ms. Merfat A. Sali. - “Participation of Men and Women in Sardine Fishery in the Sulu Archipelago, Southern Mindanao” presented by Assoc. Prof. Nur-Aisa Abdulhamid. - “Genetic Diversity of the Oceanic Manta Rays in the Bohol Sea” discussed by Ms. Ahalnida M. Tambihasan. JUST IN | MSU Files Case Before Supreme Court, Assails Constitutionality of LEB and Its Orders Mindanao State University (MSU), through its Board of Regents, has filed a petition with the Supreme Court challenging the constitutionality of the Legal Education Board (LEB) and its regulatory authority over state-owned, chartered law schools. The petition seeks a temporary restraining order and an injunction against LEB’s cease-and-desist and closure orders, arguing that MSU’s autonomy as a state-owned university exempts it from LEB’s oversight. Despite ongoing challenges from LEB, MSU remains committed to the operation of its College of Law. This legal action, backed by the university's highest governing body, represents a significant challenge to LEB’s authority and a strong defense of academic freedom. #OneWithMSULaw

TCTO Installs New VCAA, AVC Secondary Education, Honors Promoted Staff The University held a simple ceremony on September 20 at the Maas Kamlon Hall to formally install the newly designated Vice Chancellor for Academic Affairs, Prof. Wilham M. Hailaya, and Acting Assistant Vice Chancellor for Secondary Education, Mr. Jamaluddin S. Sala. Vice Chancellor Hailaya expressed gratitude for the trust placed in him by the administration. He emphasized his commitment to fostering inclusivity and enhancing the University's academic performance. "I commit myself to the continuous improvement and innovation of our academic programs, ensuring that we remain a beacon of learning and a catalyst for intellectual growth," he stated. Assistant Vice Chancellor Sala also conveyed his appreciation to MSU-TCTO and his colleagues, highlighting his goal to enhance the quality of education. "Let us bring this ship, the Office of the Vice Chancellor for Secondary Education, to where it deserves to be; let it continue to thrive and provide the best basic education needs of the people of Tawi-Tawi." Additionally, eight newly promoted and regularized administrative personnel took their oath before the Chancellor. Ms. Erilis, representing the staff, expressed excitement for the opportunity and a commitment to improving their work. "It is an honor to be entrusted with this responsibility. I appreciate our Chancellor for recognizing our contributions, hard work, and her continued belief in us," she said. MSU Tawi-Tawi Celebrates Emerald Year with Unity and Joy

𝐌𝐒𝐔 𝐓𝐚𝐰𝐢-𝐓𝐚𝐰𝐢 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐞𝐬 𝐄𝐦𝐞𝐫𝐚𝐥𝐝 𝐘𝐞𝐚𝐫 𝐰𝐢𝐭𝐡 𝐔𝐧𝐢𝐭𝐲 𝐚𝐧𝐝 𝐉𝐨𝐲 MSU Tawi-Tawi commemorated its Emerald Year on August 4, 2024, with the participation of hundreds of constituents, including officials, employees, students, and alumni who marched from Sunkist to the Henry V. Kong Gymnasium during the Opening Parade. In her message, Chancellor Mary Joyce Z. Guinto-Sali thanked the significant individuals who have contributed to the growth and success of the University through the years. She also emphasized that as the University enters a new phase, support from stakeholders is very much needed to boost the University's expansion and development plans. One of the celebration's highlights was the vibrant parade of flaglets where each cluster competed. After the short celebration at the HVK Gym, the constituents proceeded to the Campus Field for the parlor games and Salu-salong Pinoy, creating a strong sense of community and joy. The celebration also highlighted the formal launching of the song, "One MSU, ONE PEACE U" written and composed by Altan Ishmael, Mohammadsharif Abdulhamid, and Nelson Dino in June 2023. The song embodies the unity and peace of the Mindanao State University (MSU) system.

Academic Trailblazer: Amin Kadra A. Sarapuddin Tops Graduating Class

𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐓𝐫𝐚𝐢𝐥𝐛𝐥𝐚𝐳𝐞𝐫: 𝐀𝐦𝐢𝐧 𝐊𝐚𝐝𝐫𝐚 𝐀. 𝐒𝐚𝐫𝐚𝐩𝐮𝐝𝐝𝐢𝐧 𝐓𝐨𝐩𝐬 𝐆𝐫𝐚𝐝𝐮𝐚𝐭𝐢𝐧𝐠 𝐂𝐥𝐚𝐬𝐬 Amin Kadra A. Sarapuddin, a Bachelor of Science in Teaching Arabic student, is poised to graduate Summa Cum Laude with a cumulative grade point average (CGPA) of 1.175305. He will be this year’s Class Marshal, an academic title reserved for the student with the highest CGPA among the graduating students. Mr. Sarapuddin will also deliver the valedictory address on behalf of his fellow graduates. This year's Class Marshal is the 5th Summa Cum Laude after Basil Sali (CAS, 2004), Aljemedin Jaudinez (CoEd, 2015), Nahdiyya Nuruddin (CoEd, 2022), and Ana Mae King-King (CoEd, 2023). Mr. Sarapuddin is the third Summa Cum Laude under the administration of Chancellor Mary Joyce Z. Guinto-Sali. Speaking with the OIPP, the 2024 graduating batch’s Class Marshal shared how significant the Gawad Tsanselor's award is for his post-university journey. "Being a Gawad Chancellor's awardee is very significant for me, as it will not only help me to fulfill my dreams and find a decent job for my future, but it may also inspire my fellow students, especially from the College of Islamic and Arabic Studies," he shared. "This is also significant for my post-university journey, as it serves as my legacy and manifestation of my invaluable service, love for MSU-TCTO, and passion for academic excellence."Mr. Sarapuddin also mentioned his family and friends as the source of his aspiration for academic distinction."I have these people who make me dream big and push me to make the impossible possible. These are my family, particularly my mother, Kimpoy A. Sarapuddin, my CIAS family, our workaholic dean of the CIAS, Prof. Almira A. Hadji, Tawi-Tawi Provincial Director Shirmal Sabal Mudjahiron, and my best friends, the HABIB family. Because of their unwavering support, love, care, and especially trust, it felt like the seemingly impossible became possible."Mr. Sarapuddin remarked on how MSU-TCTO contributed to his recent achievement. "MSU-TCTO played a vital role in my collegiate journey, which helped me achieve my accomplishments. MAFAR-BARMM and MSU-TCTO sign Tawi-Tawi PRSA Project MOA

MAFAR-BARMM and MSU-TCTO signed a Memorandum of Agreement (MOA) yesterday, July 2, at the Conference Room, Sabdani Bulante Hall, expressing the parties' intention to implement the "Participatory Resource and Socio-economic Assessment (PRSA) of Selected Sites in Tawi-Tawi" project. This six-month project will evaluate coastal marine habitats and fishing communities in Tawi-Tawi's socioeconomic situations. The geographic scope covers a few barangays in Bongao, Simunul, Tandubas, and South Ubian municipalities in Tawi-Tawi, while the collected data should reflect sustainable resource management, conservation, and community development. Vice Chancellor for Research and Extension Prof. Richard Muallil highlighted that the MOA signing represents an opportunity to work together for the betterment of Tawi-Tawi and the well-being of the fishing community. Director Mohammad Taha Pendaliday of Research Regulatory Services conveyed his message and his commitment to continuous collaboration between MSU Tawi-Tawi and MAFAR. He expressed trust in the University and emphasized the ministry's view of MSU-TCTO as an integral part of BARMM. He credited PD Nami for his contributions to community development, particularly in coastal areas, and expressed hope for further collaboration with the Vice Chancellor for Research and Extension to address common challenges. MAFAR Tawi-Tawi Provincial Director Dr. Aidarus I. Nami also delivered his message and emphasized MAFAR's mandate to enhance fisheries, build resilient coastal resources, and support fishing communities. He reiterated the importance of working together towards a common goal. Chancellor Mary Joyce Z. Guinto-Sali highlighted several key points during her speech. She celebrated July as a productive month with 41 research articles published in the first and second quarters. Emphasizing the interconnected nature of fisheries and forestry, she noted that this project falls under their shared umbrella, much like cousins. She underscored the University’s commitment to the United Nations' 17 Sustainable Development Goals (SDGs), particularly SDG 14 (Life Below Water) and SDG 12 (Responsible Consumption and Production), viewing the project as a valuable opportunity to advance these goals. MSU-TCTO Dolphins Make Waves at 7th MSUSAA Unity Games

The MSU-TCTO Dolphins secured the fifth spot in the recently concluded 7th Mindanao State University System Athletic Association (MSUSAA) Unity Games, held at MSU-General Santos City from May 31–June 5, 2024. The six-day sports event commenced with an opening parade featuring athletes, coaches, officials, and sports directors from 12 different MSU campuses namely; MSU Gensan, MSU Iligan, MSU Marawi, MSU MSAT, MSU Sulu, MSU Tawi-Tawi, MSU Maguindanao, MSU Buug, MSU Naawan, MSU LNCAT, MSU Sindangan, and MSU LNAC. A total of 80 delegates represented the institution, including 61 athletes and 19 officials. The athletes competed in various sports such as basketball, volleyball, lawn tennis, athletics, chess, table tennis, beach volleyball, and sepak takraw. The Dolphins brought pride to TCTO by winning several medals: Silver in Lawn Tennis, Silver in Men's Beach Volleyball, Bronze in Sepak Takraw, Gold and Bronze in the 100 Meter Dash Athletics, and Bronze in the 200 Meter Dash Athletics. LOOK: The Quality Assurance and Accreditation Office (QuAsA) led the 1st Stage Audit of the ISO 9001:2015 Certification yesterday, April 29 at the Maas Kamlon Hall.

Mr. Erwin F. Quinto, Senior Lead Auditor from TUV-SUD, led the audit and presented the results of the report. According to the results, MSU-TCTO is ready for certification and was further recommended for Stage 2 Audit.

2nd Marine Brigade Strengthens Collaboration with MSU-TCTO

The 2nd Marine Brigade, led by BGEN NESTOR E NARAG JR. PN(M), strengthened its collaboration with MSU TCTO during a courtesy visit on April 16, 2024. BGEN NARAG, the newly appointed Commanding Officer of the 2nd Marine Brigade, presented his strategic vision and objectives for the unit. Chancellor Guinto-Sali assured support from the academic community, in any capacity necessary. They were also joined by Director Madzween Joy De Asis-Omar of the Institute for Peace and Development in Mindanao, who shared insights into the ongoing peace initiatives of the University. This visit highlights the collaborative efforts between the academe and the security sector to foster peace and development in the province.

Meet an FIMFS 2023 Plenary Speaker at MSU Tawi-Tawi! Dr. Mudjekeewis Dalisay Santos is a conferred Scientist IV at the National Fisheries Research and Development Institute. He obtained his M.S. in Aquatic Biosciences and Ph.D. in Applied Marine Biosciences from the Tokyo University in Japan. He is an Academician and esteemed member of the National Academy of Science and Technology (NAST) Philippines. He is currently the Editor-In-Chief of the The Philippine Journal of Fisheries, Section Editor of the Philippine Agricultural Scientist and an Editor of Fisheries Science, the official journal of the Japan Society for Fisheries Science. He is a recipient of the Award of Excellence in Socio-Economic Applications of DNA Barcoding by the International Development Research Centre (IDRC), Canada and the Presidential Lingkod Bayan award by the Civil Service Commission and the Office of the President of the Philippines." His plenary talk is titled “Memasabi sa Mameng: Status of Napoleon wrasse, Cheilinus undulatus research and management in the Philippines.”

Laja, PhD, authored a research that characterized a co-segregated subgraph of a graph and also of a graph under some binary operations. 135 graduating students set to receive Gawad Tsanselor awards; 1 summa cum laude leads this year as Class Marshal

This year's batch records 135 academic awardees with 1 summa cum laude, 21 magna cum laude, and 113 cum laude, a commendable feat for students who experienced varying modes of instruction during the COVID-19 pandemic. In 2018, there were 43 awardees (7 magna cum laude, 36 cum laude); 2019 with 56 awardees (1 magna cum laude, 55 cum laude); 2020 with 7 awardees (all cum laude); 2021 with 4 awardees (all cum laude); and 2022 with 137 awardees (1 summa cum laude, 23 magna cum laude, 113 cum laude). The awardees are expected to receive a medal, certificate and cash incentive, as follows: Summa cum laude - P 30,000.00 Magna cum laude – P 20,000.00 Cum laude – P 10,000.00 This giving of incentives was approved by the Board of Regents during its 240th Meeting through Board Resolution No. 286, series of 2017 which was championed by the present chancellor, Dr. Mary Joyce Z. Guinto-Sali, exclusively for MSU Tawi-Tawi graduates. A total of 382 awardees from Class 2018 to 2023 have been honored with the Gawad Tsanselor for Academic Excellence Award since its implementation.
